National Erasmus+ Office (NEO) in Moldova is empowered by the Executive Agency for Culture, Education and Audiovisual (EACEA) to monitor projects financed by the European Commission within Tempus and Erasmus+ Programmes. This is one of the main activities of the Office. On the request of the Directorate-General the monitoring can also be conducted by external experts.

The scope of the monitoring process is to supervise the progress and the achievements within Tempus projects, to make sure the project is progressing accordingly to the plan indicated in the Terms of References and produces the initially declared benefits for local institutions involved. The relevance and the impact of implementation of the project at institutional and national level are also followed.        

The monitoring exercise is crucial in order for the activities and the terms of the project to be validated or modified. It’s a unique occasion to understand the importance of a project in a certain domain and to learn about the opinion of the beneficiaries.

Monitoring is a key instrument, used for managing both the projects that might face certain difficulties, and for projects with visible success. Therefore, monitoring has to be seen as a positive and constructive activity that supports the project, contributing to the achievement of the declared objectives. The benefits of the monitoring extend beyond a certain project, since there are more lessons to be learned and best practices can be transmitted further to other projects.

Monitoring can be done from the office or conducted in the field. The process can have:

• preventive function (information regarding rules and procedures are offered – revised objectives, priorities, methodology and planned activities);
• consultative function (recommendations regarding the content of the project and financial aspects of it are offered);
• control function (the results of the projects are verified and evaluated).

After the monitoring is conducted, the National Erasmus+ Office presents a report, including recommendations, to the Agency. The monitoring reports of NEO facilitate office monitoring, realized by the EACEA staff. Still, the EACEA staff can conduct field monitoring in certain projects, specially selected or scheduled for this type of monitoring. In this case NEO will actively participate to this exercise. Both EU Delegation and Ministry of Education can be invited to the monitoring session of Tempus or Erasmus+ projects, and their involvement is encouraged.

The monitoring session of a project is conducted at the coordinating institution. It takes 4 to 6 hours and all involved parts have to attend the meeting. Each participant institution drafts a report/ presentation regarding the results of the project.

During two weeks from the monitoring meeting NEO presents a report regarding the evolution of the project (monitoring report) to the EACEA.
